City of Chicago Extends AIC Program Deadlines

The previously announced dead-line of June 30th, 2010 for compliance with the AIC Program for all conveyances located within the Central Business District has been extended. The new deadline for registering conveyances is September 30th, 2010. If you have not yet gotten your building reference and pin number from the City of Chicago you should contact the Department of Buildings, AIC department immediately in order to do so. Available on the website link below is a list of qualified/licensed inspection companies, rules and regulations of the plan, Central Business District boundaries, permit requirements and a general overview. Currently effective December 31st, 2010 fines may be issued against those in non-compliance.

It is most likely that a shortage of qualified inspectors is a contributing factor to the deadline extension. With this in mind, we urge you to get registered as soon as possible and contact your sales representative to discuss necessary repairs prior to your initial inspection. As the deadline approaches, there are sure to be many last minute inspection requests. Urban is prepared to help you avoid the final crush and its associated delays.

The City of Chicago has an approaching dead-line of June 30th, 2010 for compliance with the AIC Program for all conveyances located within the Central Business District ONLY! If you have not yet gotten your building reference and pin number from the City of Chicago you should contact the Department of Buildings, AIC department immediately in order to do so. Available on the website link below is a list of qualified/licensed inspection companies, rules and regulations of the plan, Central Business District boundaries, permit requirements and a general overview. Currently effective June 30th, 2010 fines can be issued against those in non-compliance.

Additional points of key interest regarding the new codes are the timeline dates for compliance with replacement of single bottom cylinders and upgrading of Firefighters Service for all conveyances that currently have Phase I & II.

State of Illinois to Modify Compliance Requirements

Governor Quinn signed Senate Bill 149, which pushes the compliance date for certain upgrade requirements of A17.1 back to 2013.

  • restricted opening of hoistway doors or car doors on passenger elevators;
  • car illumination;
  • emergency operation and signaling devices;
  • phase reversal and failure protection;
  • reopening device for power operated doors or gates;
  • stop switch pits; and
  • pit ladder installation in accordance with Section 2.2.4.2 of ASME A17.1-2007.

Enforcement of A17.1-2007 with regards to firefighter’s emergency operation and the hydraulic elevator cylinder, including the associated safety device outline in Section 4.3.3 (b) of ASME A17.3-2005 have been suspended indefinitely provided none of the following occur:

  • there is an alteration;
  • the equipment fails;
  • failure to replace the equipment jeopardizes the public safety and welfare as determined by the local administrator or Board.

Simply put, it has already been established that not replacing the single bottom cylinder jeopardizes public safety, hence the reason for the act in the first place. The State of Illinois has notified those involved in the potential risk associated, therefore absolving themselves of any liabilities, but rather passing that liability down to the Local municipalities and the conveyance owners. Local municipalities have the authority to require a greater stringency for compliance other than this act, therefore leaving the conveyance owner still at risk for an earlier requirement to perform this work.

Urban Elevator Service, strongly suggest that you take this time to budget for and address what is seemingly, unavoidable sometime in the near future.

City of Chicago Code Upgrade Passed

The City of Chicago has adopted ASME 2007 on October 7th 2007 which shall take effect 150 days form the date in which it passed or March 6th 2010. Most notably the biggest changes relevant to this new code is single bottom cylinder replacement of most hydraulic elevators which were installed pre 1972, unintended motion detection or Rope Brake Grippers, escalator safety and fire service operation.

Any new projects which are permitted after the effective date of this ordinance will be required to meet the new codes; with the exception of mandated safety code requirement which shall apply regardless of intended upgrades.

City of Chicago Temporarily suspends the AIC program until Further Notice

The City of Chicago has temporarily suspended the AIC program until further notification. However, regardless of the City of Chicago’s intentions either now or in the near future it is important to remember that your elevators and escalators are being maintained in accordance with code requirements. This should include a legitimate maintenance program which is being strictly adhered to and that all testing requirements are currently up to date.

Although this program has been temporarily suspended the City Inspectors are out covering as much ground as they can and if found to be out of compliance in most cases no notification is being granted but rather court dates set.


Code compliance requirements extended

Governor Quinn signed Senate Bill 149, which pushes back the compliance date for A17.3 back to 2015. State of Illinois extends the requirements associated with code compliance upgrades, yet again.

New Annual Inspection Certification (AIC) program

City of Chicago to enforce a new Annual Inspection Certification (AIC) program that combines separate annual inspections into a single report that is to be completed by qualified technicians on behalf of building owners. Elevator inspections will be the first annual inspection completed under this new program. Please feel free to contact our office for further information.
